Assuming you have paid your bills on time you need to call 202 after you've paid your 3rd bill to request the return of your deposit.
The credit will be applied to your account when your 4th bill is generated.
You can then chose to leave it there to pay future bills from or call again to request it to be transferred to your bank account.
