I topped up £15 to my mothers mobile but the funds haven't appeared on her phone yet they have appeared debiting on the bank account. I topped the credit yesterday, the 29th, wonder if you could help?

Check that you haven't inadvertently topped up a different mobile number. If you have done so, there is nothing O2 can do to help.
Check the exact tariff she is on as it may well be one where the credit is taken to pay for allowances.
It's easy to check this in My O2.
