Caller gets several rings even when I have no signal

I always used to get O2's missed call (technically the abandoned call type of alert) texts to say someone had called but couldn't get through, now I don't get these - unless I've been trying to ring someone at the same time they've been ringing me or when Do Not Disturb mode is on.
Sometimes someone will ring me and I will have no service but it will still ring a few times and then divert to voicemail but I don't get any notification of it. Very frustrating!
I have Tugo and wondered if this could be responsible for it ringing when I don't actually have any signal or connected to wifi. I have also changed phones and SIM card since this problem first began and no difference. My call forwarding is off so it's not that.
Any help/similar experience would be greatly appreciated!

Solved!!
I had to actually delete my Tugo account and then uninstall the app. I then turned off my voicemail (1760) and turned it on again (1750) and then reactivated my missed call alerts and it works!
Also it goes straight to voicemail when I have no signal now - FINALLY!!

with tugo this will happen due to its voicemail service.

Is there anything you can do to reverse this? Even when I delete Tugo it still happens.

You need to turn off VM in tugo then logout of app.

When deleting the app you always need to tick the  box to remove all data. Your o2 voicemail or text alert on 1710 will then work as it should.
