Why do I get charged VAT on the top of charitable texts?

Vat is charged on all services and has to be paid for by o2 to HMRC but the actual value of the text is what is billed so a £5 donation includes a £0.83 vat element that will be shown as vat on bill (£4.17 + £0.83 )but the charity gets the full £5 as per this old bbc news article http://news.bbc.co.uk/1/hi/business/8169168.stm

Also if you signed up via a shortcode then texting stop to the same shortcode will terminate future payments

I have just been charged £2 on a £10 charitable donation to comic relief. Is this right ?
