Bill barred imei

If you don't pay the airtime bill but still pay the handset payments will the handset imei still get barred?

No, not immediately, but they will disconnect your account and charge you a reconnection fee.
If you fail to pay the full contract termination fees (usually delivered after a couple of months of non payment) they will likely bar the phone then.
