I upgraded my apple watch sim yesterday by adding an apple watch 5 recieved it today but when i try to connect it its says theres a problem ref code 04 i cant contact 202 as they are not accepting calls i have reset it twice still saying the same please help

How do i get them to do this as i cant ring them theres no option when calling 202 just for lost or stolen phones

Just choose any option to get put through.
