If I take etc. Big  bundle for £15 (Pay & Go), I'll be able to talk with all people or just who're in o2?

No you can call any network with your allowances.

But the allowance won't include the usual 0845 (and the other variations) and 0800 calls, these are chargeable.

That is correct, yes (as long as you mean UK networks)

If you get any 0845 etc numbers then try and convert them using apps available or http://www.saynoto0870.com so they come out of your numbers.

Your allowances are for Uk use.
