i orded pay as you go sim card, registered and its writing Simplicity NO ALLOWANCE on tarrif, and i cant top up

Your MyO2 defaults to that until you top up, in which case it will activate the tariff you have chosen.
Your first top up neds a voucher in some cases.

Where did you buy the sim card from, as that sounds like an old no longer available.
Customer Services should be able to help by calling 0344 809 0202 or 4445 from the o2 phone.
