Sim deactivated

My sons PAYG sim has deactivated and I cannot top it up, please advise how I can reactivate this ? I’ve just spent 20 min on hold to customer services and when the agent tried to transfer me she cut me off 🙄

Has the SIM been deactivated because it had not been used in 180 days ?
