New to O2 just arrived in Spain but roaming is not working, any advice most welcome

Then you have a roaming bar @Woknet  And you need to contact O2 on any of the numbers given above Guide: Coronavirus Community Help and Support and try Skype.

If PAYG then the number to call is

The apn only effects data and has no influence whatsoever on the ability to call.

There is also only one possible apn that works anywhere on PAYG, so if you're working OK at home, it reinforces the fact that the apn is not effecting your issue.

You must have a roaming bar on your account (for some reason) which only customer service can check for you.

There are 2 levels of restrictions that can be applied, so it's possible that one is still on.

Customer service will need to dig deeper into your account settings to check.

Does this ‘deeper bar’ have a specific term so I can point the customer service agent to it?
