Yes it can....see this guide here https://www.o2.co.uk/help/phones-sims-and-devices/how-to-keep-your-mobile-number
You just need to get in touch with the pay monthly team and they will do the rest...

Edited to add...you will lose the number on the existing PAYG sim (once you transfer the contract sim number over)
