APN Settings for PAYG are what you have set, right?

Leave 4G on.
Ensure Data Roaming is set, as well as roaming, @otronics

Hello again.
A year on and I'm in Portugal again and my phone isn't fully working.
Details:
* I have a Nokia 800 Tough, purchased in the UK. Nano SIM, couple of years old but I've had the same number for 20 years.
* I'm on Pay-As-You-Go and it has about £10 credit.
* On entry to the country, it connected to the MEO network.
* Data is switched on. Data roaming is switched on.
* I DO have 4G data and can go online.
* I can't send or receive texts (however: see next point below).
* I can't make or receive calls but if someone calls me, it goes to voicemail but my phone then texts me to say I have a missed call.
* I have tried all other networks in the area, every APN setting you can imagine (including the ones here: https://apn.how/gb/o2/nokia-800-tough)
Any ideas?

Set phone to 2g and see if calls work then.

Try manually selecting an alternative local network.

I've forced it to 2g - no change.
Tried various alternative networks - no change there either.
Any further ideas?

If memory serves me right Portugal has come up a few times with PAYG

and Italy and Spain and probably everywhere else in the EU.
