Nokia 800 Tough Roaming Not Working Properly

I have a Nokia 800 Tough purchased in the UK and an O2 Nano SIM.
 
My plan is Classic Pay and Go.
 
I am currently in Portugal and roaming isn't working properly.
 
It is connected to a network (MEO) and has full signal. Next to the signal bar is a 'r' to indicate roaming.
 
I cannot use data, send or receive calls or text messages.
 
I did receive a text from MEO saying "welcome to Portugal etc" but that's it.
 
Interestingly, I did receive a notification saying I have a voicemail but I can't call 901 to retrieve it.
 
Things I have tried/checked:
  • APN settings are the O2 default.
  • Data setting is on as is data roaming.
  • I have turned off 4G (phone doesn't have 5G).
  • Phone has been rebooted many times.
  • I have tried manually connecting to other networks but there are none in range.
Any ideas?

Wasting your time @otronics 

Just use WhatsApp over wifi or get a local sim.

Agreed. I am in contact with O2 support. No luck at all.
