This is posted in PAYG, which does not have a billing system.
If your phone is PAYG, perhaps you missed a top-up, if so check here: Guide How to Top Up (PAYG)
If you are on Contract and missed paying a bill, you may have been cut-off. It can take 48hrs or more, especially over a weekend, for the payment to credit and the service to your SIM and phone to be restored, @Crina13 - call O2 on another phone, the Payment Management team numbers are 0800 902 0217 / 0800 032 5302.
