I am trying to upgrade my device and I have it in the shopping basket, but I only have an option to save basket and none to check out.

Make sure that *just* the Upgrade is in your basket, @Meraki22 - if you want to buy additional items, like a case or earphones, make a second order, don't add it to the upgrade order.
If you are entering a Discount Code, sometimes the "Checkout" button gets greyed-out, perhaps better to call into an O2 Shop for the upgrade if possible?
