Looked at the T&C's and it does say 25gb + tariffs?

The only thing linked to 25gb I could find was the yearly upgrade. The flash banner says:

"Get a free Galaxy Tab A 10.1, worth £279
On all tariffs. And after 12 months on 25GB+ tariffs, your next phone upgrade is on us."
