Personally I haven't had a problem but it may be worth deleting and reinstalling the app. Reboot in between.

I think you will find that this is a PayPal problem rather than O2.

I get texts and emails from Paypal once I make a purchase and I have made a lot online recently. Both continue to come through with no issue.
Suggest you should be contacting Paypal.
