I bought a cell phone through the site and I still have not received my delivery, it was scheduled for 03/03 how can I cancel the order and open a complaint?

It cannot be cancelled until you receive the phone I’m afraid. That’s how o2 works unfortunately.
You can find the complaints process on the contact link
http://www.o2.co.uk/contactus But you will likely find the phone you ordered is out of stock.

@Silv O2's stock reports on the site are not live and most of the time are inaccurate, so as said, there's every chance your phone is out of stock, especially if it was an iPhone that you ordered.

I DO NOT WORK FOR O2
