Fake O2 message?

Dear Sir or Madam,

 

I am in USA and I already got plenty of your message saying the same as shown below.

 

"Welcome to USA. Your tariff includes roaming here. You get unlimited minutes, unlimited texts and all the data you need each day at no extra cost, subject to our Fair Usage Policy. See more here: www.o2.co.uk/inclusive-zone. Call 112 for emergency services."

 

I had a call yesterday. Why is the phone call extra charged?
