As far as I'm aware it has never been possible to sync Outlook Express with any Windows phone, even going back to Windows Mobile 6.5 or earlier.
It was always necessary to have the full version of Outlook installed previously though I understand Outlook.com (previously Hotmail.com) will allow you to sync.

You really will need to upgrade from Windows XP (no longer supported by Microsoft from April 2014) and Outlook Express no longer exists now , you should be using
http://www.microsoft.com/en-us/outlook-com/
for your email service.
It should be possible to sync this with your Microsoft email account on your phone.

If they come back I'm sure we could sort this out for them.

You're right and it's very obsolete too.
