My boyfriend is moving from giffgaff to o2 contract.He has the pac code from giffgaff,what does he need to do now?Can comeone help me please.

His number got transfered today.But now he can't download apps =/ he has made a email and a apple ID,but when he puts his card details in the istore thing,it is declining.
