Change your language settings to English (United Kingdom).

I already have my phone set to English, but your comment made me double check the exact setting...
Yes, if it's set to simply 'English', you get 'Cellular' and if it's set to 'English (U.K.)', it changes to 'Mobile'. Good spot! lol

I agree.
If that's the case, it's even more evidence that this is caused by the carrier settings. The screenshot still shows carrier settings v18.0, but it's intelligent enough to not apply the 4G toggle on a device that isn't 4G enabled.
