Just now I paid amount of 30 GB from my visa from my visa debit to order a phone.. amount has been debited but order didn't placed

You need to speak to your bank, as the funds are on hold with them and not with o2, these funds are normally returned between 24hrs and 7 days depending on your bank. 

If you want to retry the order I would, but you will need to pay the upfront fee again, and wait for the other debit to fall off
