Your phone will have connected to one of the Turkish Networks, whilst in Greece, this is know as accidental/inadvertent roaming.
It is YOUR responsibility to make sure your phone is connected to the network in the country you are in, and this can be achieved by making sure you manually select a network in the country you are in.
And the charges will stand.
