Whats going with 4G and Iphone 5

This morning the CEO of O2 was on Radio 4 and said the following:

The chief executive of O2, Ronan Dunne, told the Today programme's business presenter Simon Jack about the advantages of the 4G network.

He said that while O2's 4G network will not work with the iPhone 5, customers will be able to exchange their iPhone 5s free of charge for a phone that will be able to make use of the faster connection.

When I finally get through to one of the O2 "advisors" they don't know anything about this and just tell me to wait until September.

I just listened to it again and he does say 'they can come and swap', but he doesn't say for free, so it's a BBC misquote, but it is also misleading in the way he says it.

What the actual hell?!?!?!

Why is this tailored purely at iPhone 5 users?? What about all the other people who took out contracts between September and March who didn't get a phone that can use 4G?

And can someone explain why the iPhone 5 that is currently being used by people can't use 4G, but the new one that can be upgraded to can use it?
