Because O2 don't have any 4g roaming agreements with international networks.
4g is also not charged extra for in UK, so you aren't actually paying any extra for it, theoretically.
I have no affiliation whatsoever with O2 or any subsidiary companies. Comments posted are entirely of my own opinion. This is not Customer Service so we are unable to help with account specific issues.

I have been exasperated with the poor O2 data roaming service even after paying my £1.99 per day thus far, but I was hoping that from today it would perhaps improve to 4G.

Since it hasnt, I guess that I should look at changing to another network that does have 4G when in Europe.

Any suggestions?

I don't blame you. As it stands, data roaming is pathetic. Personally I always use a local sim and wifi.

EE does as I use it when abroad but in theory there shouldn't be any data speed throttling from today when in EU on O2, so it may not be so much of an issue anymore?

Data speeds abroad are abysmal so I stick to local wifi hotspots while abroad but it will be interesting to see what happens after the changes that come into effect today do

I posted because it is today, and I'm in Spain, and it's still 3G, and it is still particularly slow 3G. Slower than the slowest 3G that I've ever experienced even in the UK many years ago.

So, is O2 bending the new rules?

@Anonymous They are not bending the rules. As you have been told there are no 4G roaming agreements in place that we know  off so please just give the changes a chance to work
