O2 had to make a commitment to OFCOM to cover 98% of the population with at least 2mbps 3G by the end of 2017 (part of their 4g license agreement), but the roll out schedule for improvements has not been published.

No problem with 4G, many people are still waiting but it is worth the wait. Whether the rollout reaches you before you're contract comes to an end is in the lap of the gods, seems they are the only ones who know the schedule.
