We need more info. Have you met all the criteria, used with an O2 sim and registered it on the system. This isn't customer service but if you tell us the history we can advise further.

Have you tried putting in a non o2 SIM card as it may already be unlocked if you have previously sent an unlock request

Or are you even able to get into My O2 if trying that route?.....just throwing everything at the op as we seem to have many many 'glitches' going on.....
