i upgrade the os on my iPhone 5s this morning to 9.1 and since then I've had problems with the phone signal.
The signal is either very poor, not strong enough for a phone call or displaying 'no service'. This is happening every minute or so.
Is is this a generic problem or O2 issue?

I have not had it on my 6s 9.1 I would use the status checker contained in this thread https://community.o2.co.uk/t5/Pay-Monthly-and-Pay-Go/Self-help-guide-Is-the-network-down-for-me-or-e...

I think I will call in @adamtemp64 to answer this one ...unless by coincidence you are having mast problems?

We don't get any information to tell us things are being sorted out we have to go online or call to go through a procedure then they say that there is a problem with a mast

O2 have never given timescales for repairs to masts there are too many variables and only checking will give you any information .
