This post from someone who phoned Apple suggests it is a genuine Apple number:
This number is an Apple number. When you activate Facetime or iMessage on your iPhone your phone sends a text to this number. Although it looks like a UK number it is actually an international number. Therefore you are charged for a text.
If this number rings you then it is most probably Apple technical support, as they often have this number on their ID panel so it doesn't show their true number that is calling you from Ireland.
This information was direct from Apple.

Hi,
No i have not.
Have you used the new blocking setting to stop them ?
You could phone o2 on 202 for contract or 4445 payg to get clarification and to see if any charges have been applied.

Just read this on the apple forum.
"
I'm on 3 btw seems ... I've called apple and they have confirmed that this is the number used for the config data to be sent via for the FaceTime and IMessage functions."

ios7 has the blocking feature now,
Go into recent calls and hit the {i} and choose block this caller at the bottom.

Why would you want to block config data being sent from Apple - Surely you need these for the phone to work ?
Its all a bit confusing.
Ive not had any incomig texts from this or any other mobile number giving config data.
When i updated i got a pop up at the very end asking me if i wanted to download and install my carrier settings so that may have a bearing on this, I dont know.
Lots of internet chatter where these are from with a few ideas being banded about !
