A big update will begin testing early January which apple hope will fix the 30% bug that appears to be getting worse.

Acording to the article 10.2.1 should have the battery fix

10.2.1 is still in beta so until public release the fix still may be in it

I don't have a problem with my iPhone turning off but I do find that from around 30% my battery drains very quickly, even when on low power mode.
