Most likely a problem with the specific hot-spot then.

You'll have to give us more info then mate..
Which hot-spot and is it requiring you to go online to register?
If so, what browsers have you tried etc?

It's a 02 wifi hotspot at a harvester restaurant, I have a iPhone 7, it pops up on a harvester browser telling me to enter my phone number but when I do it goes straight to a screen telling me to enable cookies but they already are
