Is it true that O2 are now charging MMS fees for using emoticons in texts?

I've never been charged for sending long text messages and I often send texts longer than 160 characters as I don't use text speak.

 

I have to say the bolt on seems quite expensive to me.  Vodafone is only £2.50 or £3.00 for 50 MMS and I was quite disappointed when I changed over.  (That's about the only thing I've been disappointed with though so it's only a minor niggle!)

Don't want to go off topic but voda also do £3.00 a month for 300 mins to 0845/0870 something I would jump at if O2 would only offer it

If I have heard right hasn't the regulator ruled that 0845 and 0870 must be included within inclusive minutes from some time in 2015???
