3G and 4G are not identical in terms of signal strength.

Personally, I find the weather is the biggest influence!
When at my local train station (I always stand in the same spot!!), if it is a bright sunny clear day, my iPhone 6 will taop into 4G straight away however, on rainy days, it may just connect to 3G only. On misty and foggy days, I have seen me connection even drop to less than 3G!

In most cases 2 bubbles of 4G will still give you much better data speeds than full signal on 3G.
