I have a Pixel 2 running on Android 9.
I have tried anything I could find online but none of the proposed solutions worked.
My phone still has a lot of free space (15GB free), my SD is not corrupt and I do have a working internet connection.
Interestingly, I can download when I'm on 4G but not on Wi-Fi. Have tried on several wifi networks but the same problem occurs.
My WhatsApp settings allow for automatic download for all kinds of media while on Wi-Fi, so that shouldn't be a problem either.

Try rebooting your wifi router, then your phone. Often solves a few issues

@Anonymous are all the WiFi connections you've tried from the same provider?
Some of them have built in filters to prevent access to certain categories so worth checking the router options for any child safe settings if you can.
