Well it's now 5.20pm on Saturday 21st September, and there is no sign of this yet?
Fair warning there are about 20 apps in the Google Play store all of which are fakes and at best will flood your phone with adverts.

Yes I kind of gathered that, not sure I fancy sending everyone a text or a general broadcast announcement though.

There is a crack instead of waiting for the email from BB.
Just download and install the app. And enter the email as usual it will say you are in the queue and bla bla thing.
Now go to the Settings - App - Select BBM and Force close the app.
Open the BBM again after a while (a minute or two) and enjoy.

Tried that yesterday and earlier today, it seems BB have closed that loophole already....

Oops..still there are quite a few things which they need to fix. Unable to update the profile pic..and there is a overlay of Settings/Menu bar where you have play with your thumb to open the right screen.

Given the number of downloads and that BBM is rating so high in the app/play stores I would have thought any 'gaming' of reviews was totally unnecessary.
Dirty tricks perhaps from Whatsapp?
