Voicemail keeps turning itself back on

Hi,

My voicemail keeps turning itself back despite me turning it via the O2 number 1730. (Samsung 20+)

Also, I  cannot turn off ID /spam caller as it is greyed out. 

Never had this issue on my previous Samsungs 'phones.

Any help would be greatly appreciated , thank you.
