Issues calling a specific contact

The number is my Nan's land-line, which starts to ring like any other number, but then cuts off with what sounds like a busy tone.
This is an issue on 4g etc, or a WiFi call.
I know it's not an issue with the number I'm dialling, as my wife can call the same number without any issues.
I have already deleted the contact and recreated it, but that hasn't solved the issue.
What could be causing this?

Have you contacted the landline provider at all? As it could be they are having issues with call routing.
As if it starts to ring and then throws a busy tone that the landline provider 9times out of 10
Also try the number with and without the +44 on the front.

I've not contacted my nan's land-line provider yet, but I'm not convinced it is call routing - My wife is on o2 pay monthly, as is my work mobile.
The contact originally had the 0 prefix, but I've also tried calling with +44 and 0044 prefixes after the contact had been deleted, but that didn't seem to make any difference.

Are you sure you haven't blocked her in the call settings?
Does the phone ring at all on her side?
