I want to be able to disable the iphone hotspot feature to prevent misuse of this by my kid. Can this be done via removing this from the O2 carrier service?

Yes, ask O2 to remove the iData bolt on and revert you to standard data.

O2 Customer service is unable to find anything called iData. The other option is tweet the APN Settings at their end, which will make sure the personal hotspot feature doesn't work, but they are unable to either understand or try to understand it. Spoke to Apple Support 0800 0480408 , they confirmed via the below link it should be possible by the carrier service and a list of carrier service which should be able to do it. Look for apple support and key in this document 108048 , you should be able to get the list. ( Kindly search for United Kingdom keyword and you will be able to see o2 and other networks who should be able to do it ). Looking for other carrier providers in uk, who can do it.

o2 are not going to create a specific carrier profile for you to be able to block Hotspot, the only way you can do it is by using either MDM (Mobile Device Management) Profiles or if a Childs phone one of the parental lock applications, even if you remove the idata bolton the hotspot function will still work..
EE, Voda and Three and all the MVNO's are also not going to give a custom carrier profile for this...
Apple can say what they want as they dont control the Carrier Profile..

Kids misuse phone, simply remove it from them and give them a dumb phone for emergencies
Do it for a couple of days and if that does not work keep extending the time
