I have received my latest bill and have a charge indicating that it has come from Bosnia & Herzegovina.
I have not made this call and don't even have the number in any way on my phone.
How can this happen??

Call 202 from your mobile or 0344 809 0202, 0800 902 0217 or 0800 032 1402
When it comes to the reason you are calling, stay silent for 15 seconds and you will be taken to the keypad options.
Press 2 for Everything Else
Press 5 for More Options
Press 7 for Anything Else which will put you though to someone.
Say 'Upgrade', 'Lost/Stolen', or 'Fraud' if the suggestion above doesn't get you through.
Best time to call is 8 am.

Same thing has happened to me and also Bosnia and Herzegovina. Did you get anywhere with o2?

There is no charge for receiving calls in the UK.
I've known many people claim otherwise over the years, but never once seen documentary evidence of the charge - a screenshot of the bill, for example.

Talking to a brick wall..
This sounds like a link to a tel: URL where they have accidentally clicked on a malicious link within a website or an app, which has created a call to Bosnia, and where buy the recipient makes money off the phone call..
And the device needs scanning for malware...
