If I got my partner an Apple Watch series 8 on my pay monthly contract is it possible for her to connect to her IPhone witch is on 3

Only via bluetooth/wifi.

If she wants cellular use you will have to pay it off fully and disconnect it from your account.

No is the answer the only phone it can connect to is yours.

It does state this when you buy an Apple Watch from any carrier..
