when i was in portugal i could only access MEO network which stopped me phoning any portuagl numbers

Did you use the correct dialing prefix for Portugal whilst out there?

I'm not sure why you could only connect to the one network. Is roaming activated on your account? Do you have the O2 Travel bolt on in My O2?

MEO is the biggest network in Portugal so it certainly should have worked if dialed correctly.
