Why, as a valued customer, would upgrading to an siii mini cost me £49 odd for the phone on the £21.50 reduced to £15.50 when I could get the same tariff and a free phone if I am a new customer?

You are entitled to the same deals as any new customer if it is available at the time you upgrade.
