Cannot make or receive calls

Please can anyone advise how I fix the call issue, IPhone 14 and cannot make or receive calls. Says call failed after about 10 seconds. I cannot hear the caller and they cannot hear me.whatsapp calls work fine?

Please can you provide instructions on how to report a double charge for my mo they bill as well as any documentation I need to ensure you can return the extra payment that was taken. thank you
