Resolved! Am I being throttled?

I’m having an issue with loading times. everything is loading very slowly - web pages take 20-30 seconds, video clips on social media take at least 2 minutes... I’m on 4G and have full signal.Am I being throttled?

Phone ID stolen

Google play declining payment via o2

Have a £200 spend cap and registered sim with google so I can make purchases but keeps declining my purchase attempts saying I'm out of funds yet I've spent 0 on anything currently. What's going on???????
