Unactivated sim, change plan

Hi, 

 

I have ordered a new sim only plan but want to change my plan and downgrade. I haven’t used the new sim. Do I need to buy the new plan and get a new sim or can I use this one I just recieved? I also need to transfer my old number across do I do that after I activate this new plan??
