Haver recently upgraded from a Nokia to Windows HTC and did the sim transfer but  my numbers havent appeared. I did this around 18 hours ago is this usual or is there another way of retrieving my contact list from my old phone?

SIM swaps don't transfer numbers from the SIM. You have to do it manually either by bluetooth from old phone to new phone or by using a SIM card reader. Most O2 shops will help with this if the numbers are still on your old SIM card.

If the numbers were on the old sim card you can now consider them irretrievable.

Once the sim swap has happened the old sim is deactivated
