When I send a blank text to 21202 it says I have been charged £40 in my recent charges, it also says this on my O2 app (been charged for calls) but when I go onto the O2 website to check why I have been charged so much it says that I'm not being charged anything and that I still have all 200 mins of my contract calls left??

Have you looked under 'my recent charges'? Have you been abroad or purchased anything?
If you can't see anything there then you need to contact customer service to clarify the charges.
