You need to pay your bill Guide: How to Pay Your Bill (Airtime & Device Plans) even if you called to say you'll pay later your phone will still be restricted until the bill is paid

The system is automated and customer service cannot stop your phone being restricted. They are able to remove the bars but will want payment and your account made up to date before they will do so.
