What date should I start a new contract in order to avoid the April 2022 RPI+ cost increase?

You won't be able to miss the RPI increase, @john1890 - if you renew before April, it will get you; if after April, your tariff will include it.

Annual RPI increase is, like death and other taxes, a way of life.

My gamble is that after April the current deal will still be available (or close to it and NOT reflecting the full RPI+ increase) Of course, I might be wrong, but tech tends to be cheaper/more spec over time and new contracts have to stay competitive. You are only locked into increases once you are signed up.
